Excess Hours: Fund Limit Rule(s)

Summary

Undergraduate students with excess hours violating the fund limit rule are reported to the THECB as unfunded (enrollment and SCH) the student graduates with their first undergraduate bachelor's degree.

Detailed Description

Information is derived from the Texas Administrative Code:

Excess Hours: Fund Limits are

  • Effective with students initially enrolling in the fall 1999 semester and subsequent terms, hours, including dual credit hours, attempted by a resident undergraduate student that exceed more than 45 hours of the number of hours required for completion of the degree plan in which the student is enrolled.
  • Effective with students initially enrolling in the fall 2006 semester and subsequent terms, hours, including dual credit hours, attempted by a resident undergraduate student that exceed more than 30 hours of the number of hours required for completion of the degree program in which the student is enrolled.

For purposes of excess hours, resident undergraduate student includes a nonresident student who is permitted to pay resident tuition.

 

30/45+ hour Fund Limit and UHCL:

The 30+ hour rule states and applies to any Texas resident seeking an undergrad degree who:

  • (1) was enrolled for the first time at a Texas public college or university in fall of 2006 or thereafter.
  • (2) has attempted 30 or more semester hours beyond the minimum number of hours required for the completion of the degree program in which the student is enrolled.
    • This means that the student is not considered exceeded until they have more than the Number of Program Hours + 29 additional hours, anything more than 29, this mean 30 or more would be considered exceeded.

The 45+ hour rule states and applies to any Texas resident seeking an undergrad degree who:

  • (1) was enrolled for the first time at a Texas public college or university in fall of 1999 through summer 2006.
  • (2) has attempted 45 or more semester hours beyond the minimum number of hours required for the completion of the degree program in which the student is enrolled.
    • `This means that the student is not considered exceeded until they have more than the Number of Program Hours + 44 additional hours, anything more than 44, this mean 45 or more would be considered exceeded.

Funding Limit Stage Categories in UHCL's student information system is updated in accordance with the State Edit report, which is sent to the institution after CBM reports have been certified. Edit Report categories:

  • (a) All students listed under the label "Approaching (within 30 SCH of undergrad limit)” are indeed approaching the 45+ rule but have not yet exceeded nor will they exceed it after the current term.
  • (b) Students listed under the label "Approaching (exceed after term)" will be considered exceeded next term if they did not receive their undergraduate degree at the end of the current term.
  • (c) Students listed under the label "Exceed" are students that had already exceeded the 45+ rule and were identified by the state as exceeded in the current term.

IMPORTANT: If an undergraduate student has exceeded the 30/45+ hour rule then their entire course load enrollment and SCH for the following terms will be reported as unfunded until the student graduates. The 30/45+ hour rule takes precedence over the 3-peat rule since 3-peat only applies to the course in violation of the 3-peat rule, whereas a 30/45+ hour rule violation applies to the entire course load the student is taking regardless of any 3-peat violation.
